Maynilad-K-Water Consortium Advances P14.8 Billion Water Project for New Clark City

A consortium of Maynilad Water Services and Korea Water Resources Corp. (K-Water) has secured original proponent status for a proposed P14.8 billion water supply and wastewater management project in New Clark City, strengthening the utility backbone planned for the emerging industrial and urban hub in Tarlac.

The Bases Conversion and Development Authority (BCDA) granted the status on August 28, 2026, following negotiations with the consortium over its unsolicited proposal.

The project is intended to provide long-term water services and wastewater treatment for New Clark City as the development attracts more businesses, residents and high-value industries.

Consortium Gains Right to Match Competing Offers

The original proponent status gives the Maynilad-K-Water consortium the right to match competing private-sector offers during the project’s Swiss challenge process.

BCDA is targeting contract award by December 2026, subject to completion of the required Public-Private Partnership process and regulatory approvals.

The project’s public utility operations will be handled by a duly qualified entity.

Water Infrastructure Supports New Clark City Expansion

BCDA said reliable water and wastewater infrastructure will be essential as New Clark City continues to grow.

The project is expected to establish an integrated utility system capable of supplying water while treating wastewater in accordance with applicable environmental and treatment standards.

BCDA president and CEO Joshua Bingcang said the system must be able to support the metropolis over the long term as development accelerates.

Advanced Manufacturing and Data Centres Need Reliable Utilities

The water project is also being positioned as supporting infrastructure for industries with high utility requirements.

BCDA identified advanced manufacturing, data centres and other high-value economic activities among the sectors that could benefit from a more integrated and dependable water and wastewater network.

For these facilities, secure water supply and wastewater management can be critical to maintaining continuous operations and meeting environmental requirements.

The investment therefore forms part of New Clark City’s wider effort to develop infrastructure before larger industrial and technology projects arrive.

K-Water Adds International Utility Expertise

The partnership combines Maynilad’s experience operating large-scale water and wastewater services in the Philippines with K-Water’s expertise in water-resource and utility infrastructure.

The proposed concession gives the consortium an opportunity to apply that experience to a newly developing city where utility systems can be planned alongside future industrial, commercial and residential growth.

BCDA Builds Utility Backbone for Long-Term Investment

BCDA is developing New Clark City as a sustainable and future-ready urban centre capable of attracting long-term private investment.

That strategy requires supporting systems such as water, wastewater, power, transport and digital infrastructure to expand in line with new development.

The P14.8 billion water project would add another major component to that infrastructure base, particularly as New Clark City positions itself for advanced manufacturing and data-centre investment.

If the PPP process proceeds as planned, the project could move towards contract award before the end of 2026.
