South Chungcheong Targets AI and Advanced Manufacturing Leadership With W202 Trillion Investment Push

South Korea’s South Chungcheong Province is positioning itself as a major hub for artificial intelligence and advanced manufacturing, backed by more than 202 trillion won (US$142 billion) in planned investment across semiconductors, displays, batteries and AI infrastructure.

South Chungcheong Governor Park Soo-hyun said the investment package under the South Korean government’s Mega Project represents an opportunity to strengthen the province’s industrial base and expand its role in the country’s AI and semiconductor industries.

The province plans to translate the investment commitments into new production capacity, employment and opportunities for local businesses while building a more integrated advanced manufacturing ecosystem.

Semiconductors, Displays and AI Form Core Industrial Ecosystem

South Chungcheong already has a strong manufacturing base, particularly around Cheonan and Asan, where major semiconductor and display operations are concentrated.

Under the new investment programme, the province plans to bring together high-bandwidth memory production, next-generation displays, battery manufacturing and AI data centres within a connected industrial ecosystem.

South Chungcheong accounts for 202 trillion won of the wider 392 trillion won investment package planned across the Chungcheong region.

The provincial government intends to establish a joint task force with central government agencies and participating companies to accelerate implementation.

Infrastructure requirements including industrial land, water supplies and transportation networks will also be addressed as new manufacturing projects move forward.

Manufacturing AI Becomes a Regional Priority

AI is expected to play a central role in South Chungcheong’s industrial strategy.

Cheonan and Asan will focus on areas including semiconductors, displays and manufacturing AI, building on their existing concentration of advanced manufacturing facilities.

The province is seeking to establish manufacturing AI capabilities that can support existing factories and suppliers while strengthening South Korea’s wider advanced manufacturing competitiveness.

Park has previously said that establishing and validating manufacturing AI standards in South Chungcheong could help accelerate Korea’s AI manufacturing transformation.

The province also intends to ensure that AI adoption extends beyond large corporations.

Support for small and medium-sized enterprises will form part of the strategy, particularly as smaller manufacturers may have fewer resources to independently introduce advanced AI technologies.

Power, Water and Workforce Identified as Key Requirements

South Chungcheong has identified three areas as critical to supporting the new industrial investments: electricity, water and human resources.

The province already ranks among South Korea’s major power-generating regions, providing an important foundation for energy-intensive industries such as semiconductor manufacturing and AI data centres.

Water demand is also being assessed as semiconductor and advanced manufacturing facilities require significant industrial water infrastructure.

The provincial government is conducting feasibility studies to determine future requirements and whether additional capacity will be needed.

Workforce development will be another priority as investment expands.

The province plans to strengthen training and collaboration between industry, universities and research organisations to develop talent for semiconductor, AI and advanced manufacturing operations.

Advanced Packaging Strengthens Semiconductor Position

South Chungcheong is also positioning itself to play a larger role in semiconductor back-end manufacturing.

While the Honam region could specialise in semiconductor front-end production, South Chungcheong aims to strengthen capabilities in advanced packaging and back-end processing.

This would allow different regions to develop complementary semiconductor capabilities rather than competing for the same areas of the value chain.

Advanced packaging has become increasingly important as demand grows for high-performance chips used in AI servers and other computing infrastructure.

The province’s existing semiconductor ecosystem around Cheonan and Asan provides a foundation for expanding these capabilities.

Regional R&D Network to Support Industrial Development

South Chungcheong also plans to establish a network of specialised research and development hubs across the province.

Naepo New Town will serve as a central R&D hub, while individual areas will focus on industries aligned with their existing strengths.

Cheonan and Asan will focus on semiconductors, displays and manufacturing AI.

Seosan and Dangjin will concentrate on petrochemicals, steel and hydrogen energy, while Nonsan and Gyeryong will develop defence technologies.

Other areas will focus on agricultural sciences, marine biotechnology, biohealth, digital agriculture and future mobility.

The province aims to connect universities, research institutes and companies across these locations to create a broader regional innovation network.

Local Suppliers Included in Advanced Manufacturing Expansion

South Chungcheong is also seeking to ensure that large-scale industrial investment benefits local suppliers and smaller manufacturers.

Plans include expanding local procurement, joint research projects and workforce development programmes that allow SMEs and mid-sized companies to participate alongside major corporations.

Additional initiatives are being developed to support materials, parts and equipment suppliers serving advanced industries.

South Chungcheong has also outlined plans to expand its investment fund from around 600 billion won to 1.5 trillion won by 2030, helping support companies within the regional industrial ecosystem.

Building an AI-Driven Manufacturing Hub

South Chungcheong’s strategy reflects South Korea’s wider effort to strengthen regional advanced manufacturing clusters while expanding industrial development beyond the Seoul metropolitan area.

With existing capabilities in semiconductors, displays and manufacturing, the province plans to use the new investment programme to accelerate growth in AI infrastructure, advanced packaging, batteries and manufacturing AI.

The next phase will focus on turning investment commitments into physical factories, infrastructure, skilled jobs and production capacity.

If implemented as planned, South Chungcheong could strengthen its position as one of South Korea’s major centres for AI-enabled advanced manufacturing and semiconductor production.
